Economic powers are very strong in education. About 10 – 20 % of government money (Worldbank database) is in education. Lots of people do their very best to have a part of that money.
But there is more money in education. Books, buildings, electronics, computers, infra structure, non- government funded schools.
Students do pay, or their parents, they do want to receive education in return.
Educational book publishers want to protect their market.

Poverty has a profound Effect on Childhood Academic Achievement.
