Making art as the power of the art-establishment

The rock dwelling in Hirschhorn is art, because Hirschhorn nis a museum of art, and Charles Simons is an artist.
The Black house from Skye is a masterpiece of rock building. What is the difference? The power of the art-establishment to declare something art and excluding other works as non-art.

The artist has to enter the art-establishment to get permission to name his works art. Schools of art are a ways to enter the art establishment.

Put it in a museum, declare the maker an artist, write a description of the piece in papers and books.
